I have a question regarding the answer option "True because it is greater than the other error categories added together(8.0 > 4.1 + 2.2 + 1.0).

I am wondering why this cannot be the answer. Is this because it is hard to get more data?

You have grasped the problem, you cannot blindly look at the worst error category, which would have the greatest impact, because it might cost to much to correct, and the cost of fixing the other categories combined might only be a fraction of that cost, so in that case it would make sense to purse the 4.1+2.2+1.0/15.3 = 48% maximum improvement these options offer. Only loosing 52-48 = 4% compared to the foggy option.
