Course 1, Reading References, "Demystifying Deep Convolutional Neural Networks" doesn't format correctly

The references section of Course 1 has a link to an Adam Harley paper titled, “Demystifying Deep Convolutional Neural Networks”. When the paper opens in my browser, Microsoft Edge on Windows 10, the mathematical formulas aren’t formatted correctly because the markup language is displayed rather than being interpreted. For example, from page 4:
$$\sigma(x) = \begin{cases} 0, & \text{if } x < \text{threshold},\[2ex] 1, & \text{if } x >= \text{threshold},\ \end{cases}$$
This makes the paper difficult to read. Is there a way to get a properly formatted version of this paper?

That’s a third party website (of Ryerson University). I suggest you ask them or ask the author.
