L2 Lab client errors due to retired model. DLAI Proxy settings need updates

The L2 notebook’s image model gemini-3.1-flash-image-preview was retired by Google on 2026-06-25, and the lab proxy’s generation allowlist still only permits that retired model — every replacement (gemini-3.1-flash-image, etc.) returns 403 'using <model> is invalid' from the proxy. Please add the GA gemini-3.1-flash-image to the proxy allowlist/mapping.
