i have followed the steps as it is,couldnt figure out where i am making mistake

Notice that the cost value from your code is a 2 dimensional array with dimensions 1 x 1. It should be a scalar. Are you sure that you did not copy over your functions from the Step by Step exercise? If so, that is a mistake: they give you their own versions of those functions as an import file.
