Hello.Pls explain me that how the function dictionary_to_vector converts the dictionary of parameters W1,b1,W2,b2,W3,b3 to a vector and vice-versa.And also specify the dimensions of the vector obtained by calling the function dictionary_to_vector(parameters)

Wanted to know the inner working of vector_to_dictionary and dictionary_to_vector
