Hello, course material shows the first ungraded labs of week 1 is on the public repo at GitHub - https-deeplearning-ai/machine-learning-engineering-for-production-public: Public repo for DeepLearning.AI MLEP Specialization.

However, there is no file named ‘Best Practices’ in the repo. May I know where to find this lab ? Thanks.

The page you’re referring to is about things to keep in mind to run ungraded labs on your machine. Please read the page again and notice that there is nothing about best practices document mentioned there.
