The solution mentioned that “the dev/test distribution is easier than the training distribution”, so this should means “the Bayes error for the dev/test is lower than that for the training distribution”, opposite to what stated in the question right?

In that context, “the dev/test distribution is easier" to overfit.
I agree that that explanation is ambiguous, and I’ll ask the team to update th description.
