I had a tough time getting through the quiz in Deep Learning Specialization, Course 3 Week 1
I think it would benefit me as a learner to get to see the correct answers and potentially with detailed explaining. The course design does not provide such a learning opportunity.
A better Quiz design should provide an answer sheet upon learner submission and CHANGE the questions in each subsequent re-test.

Yes, the quizzes in DLS C3 are pretty difficult. There are a lot of subtleties to the material and to some of the quiz questions.
Your suggestions may be good ideas in general, but the thing to point out is that implementing your scheme would be pretty complicated and require a lot of infrastructure. E.g. you need an essentially unlimited set of possible questions covering each of the covered topics and you need a way to track which students have seen each instance of the questions before.
It is fine to suggest and to wish, but don’t hold your breath. Mind you, I am just a fellow student and have no employment relationship with either DLAI or Coursera. But I have participated in auditing a couple of the courses before publishing, so I’ve seen a little of what goes on “behind the curtain”. Note that in none of the DLAI courses do you get access to official solutions of either the quizzes or the programming assignments, at least that I’ve seen so far.
With the mechanisms as they exist you can take each quiz an essentially unlimited number of times, although only 3 tries within any 8 hour period. You don’t always get the same questions on a retry, but you learn by trying and seeing which answers are accepted and which are rejected.
The way to get help with issues like this is the Forum. We can’t discuss quiz questions or programming solutions directly in public, but there are private ways to conduct discussions about the details of things like the quizzes. The mentors aren’t supposed to just hand you answers, but we can help by discussing the issues and pointing out things you may have missed.
