This is how I reproduced it:
If you edit on the existing rule and try to save rule you get the same error.
Instead use
Add rule and create a new rule without editing/modify the existing rule. Hope it helps:

Adding a rule doesn’t override the existing rule that allows access to all ports.
Indeed after adding a rule to open port 80, still port 90 is exposing the private info!
Oh! It’s possible to add a rule and delete the old rule, but not to modify an existing rule. How oddly specific permission setting…

That is correct, yes it allows you to add one instead of modifying ( changing) the old. Hope it helps
