I had the same error and read through all the entries on this forum.
Tried:
- closing browser and restarting
- switching loss from “binary crossentropy” to tf.keras.losses.binary_crossentropy
The issue lay with this:
Image removed as it contains codes from grade function cell which grades your assignment and posting codes in any form is considered direct violation of Code of conduct. If a mentor wants to look at your codes, they will ask you to send via DM, until then kindly refrain from posting any codes from graded assignment
This followed the example set for us in a previous ungraded lab. However, after reading the documentation:

We were never actually prompted to load the weights in the style of the previous lab, instead we were use the path to the weights file as an argument when instantiating the Inception V3 architecture.
After restarting the kernel and running all cells:
The auto-grader had given me 94/100 for not having some weights it expected. This was the key for me.
