Do you get an explicit error message (e.g. a 404 or the like) or does it just hang?
If it just hangs, then this sounds like some kind of IT problem. Either there is “bad weather” in the AWS Cloud or there is something wrong with your IT setup, e.g. a firewall or A/V software on your computer or LAN that is blocking the connection. Try waiting a while and then opening a new browser tab and trying again. If it still fails in the same way, then that would be evidence that the problem is on your side. Needless to say, it’s pretty hard for us to diagnose IT problems on your side …
Please post a screen capture image that shows your browser after you try to open the notebook.
