Just wondering if a user develops an app adapting the code initially generated from gen AI, will it have any implications on its future use from a licensing perspective?

The US government hasn’t definitively answered this yet, and the rules vary by country. I’m not an attorney, but current guidance suggests: code you create with generative AI may be copyrightable if you “significantly contributed” to it.
That leaves a lot of room for interpretation. For the official US position, see: https://www.copyright.gov/ai/ai_policy_guidance.pdf

I think the scope of the question also includes whether the creator of the Gen AI tool has any claim of ownership on the generated code (i.e. does a Gen AI user need a license to use the generated code for commercial purposes?)

You’re asking important questions. It will be interesting to see how the legal process handles these new types of copyright issues.
