If you cannot delete a cell, it might be locked. Go to the bottom of the notebook and click the following green sentence for a GIF animation that shows you how to unlock a locked cell.
Btw, the original notebook doesn’t have those two cells in that location. If you think better to get a fresh copy, follow these steps.
