RAG -> is this why microsoft co-pilot in windows is slow?

When using RAG, it is mentioned that storing everything in a vector db is faster. Is this why when an organisation uses microsoft co-pilot in windows it is so slow, because it is not stored in a vector db, but rather still documents (with potentially bad indexing)?
