Since m is a constant, both expressions are identical.

E.g. in case m=2, and numerator would be 1 each:

  • add 1/2 +1/2
  • add first (1 + 1) and afterwards divide it through m=2
    Result both times is the same, in our example 1.

Exactly. By the “distributive” property of multiplication over addition, you can factor out the \frac {1}{m}.
