When creating the dynamic scaling policy, it seems if you copy paste the policy name from the instructions, it inserts an invisible whitespace before the name. This defeats the autograder.
Since we cannot delete the policy or edit its name, I fixed it by editing the policy to use a different metric (cpu utilization), then creating a new policy with the grader’s required settings where I typed in the name this time. Autograder then marked it correctly.
hope this saves someone else the 30 mins it cost me
