W4_A2_Redundant step in 2-layer neural network

In the week 4 programming assignment 2, in section “3.1 - 2-layer Neural Network”, there’s a step “Repeat the same process”.

I don’t see what this step refers to in a 2-layer neural network. It looks more like for L-layer neural network to me. Consider removing this redundant step here?
