When I tried to run the ungraded notebook on colab, I was rejected when trying to download the data

Access denied with the following error:

Cannot retrieve the public link of the file. You may need to change
the permission to 'Anyone with the link', or have had many accesses.

Could you try downloading it manually from that link being shown, and upload it to your workspace to load it from there.
