After completion of assignment and submitting, at the time of grading, it shows me a message to " Submit your assignment to receive a grade", I tried rebooting, and using incognito tab, but the problem exist.

Learners are now mentioning that they are able to get graded. Try resubmitting again and let me know what happens.
