Yes it seems there might be an issue with this download and I will report this as an issue.

Hi all! We made a patch to the install command by rolling back the version of tf-models-official. Tested it and it should now work. Please reopen the Colab from the classroom to see the revision. Hope it also works for you. Thanks!
