could I run the code requested by the assignments under my proper computer’s environment (i.e. Jupyter Notebook?) thanks a lot

Yes you can if you have downloaded all the necessary files given with the assignment are also downloaded in your computer. Also make sure when you download all the files, locate or place the files of your main drive, so your personal Jupiter notebook can track the files when you are doing the assignment.
To download files, click on Lab Files on top right next to Help, which will open Download all files, click on that to download in your computer.
