i set the convolution layer as fliter=8,but why the summary is 16

That is the size of the image coming out of the maxpooling2d layer.

sorry,but what i talk about is the conv2d_2 which is 64 64 16,which supposed to be 64 64 8

Did you use input_img as an input to a Conv2D layer that has 16 filters?
