Hello I have a question about the solution in this question

Accordingly
Japan (4,3) + [5, -1] = (9,2) → Ankara (9,1): Distance d = 1
Turkey (3,1) + [5, -1] = (8,0) → Ankara (9,1): Distance d = sqrt(sqrt)
So according to this question Ankara is the capital of Japan. Is there something wrong in my solution or the question. Thank you very much
