So I heard back from the team, apparently the API limited quota is also being applied to your own API key.
The best way forward would be to run the course locally on your system.
Here are the requirements used for this course, you can use these to set up your local environment:

I was having the same problems, so I created an account in Azure and run it locally.
I created a repo that could serve as a guideline.
