Subset of Collaborative Filtering learnt in the Course

Hello everyone,
I’m currently a bit confused about the type of Collaborative Filtering Algorithm studied in the course on Unsupervised Learning, Recommenders, Reinforcement on week-2. Mr. Andrew mentions that it’s a Collaborative Filtering, so the algorithm that was taught in the course makes every single user has it’s own parameters: weights and biases and I guess it refers to the type of Collaborative Filtering called Memory based filtering to be precise → User based approach. If anyone makes this topic clear for me I’d be glad thank you!
