For this particular cell, there are many post threads regarding how to write the codes to split data. Vemula use the search tool, by using course mention and issue you are looking for like here tf1 course 2 week 2 split data.

I think there is one post by me and another by nilosree, which should help you about how to go.

Another way is refer the instructions give before the grader cell you have shared, even that gives you many hints.

Still unable to find let me know.
