I have finished the specialization a month ago, and now I don’t have access to the final assignments and labs any more. It seems to me, I would have to pay again to access. Is this true?
Unfortunately I did not download the labs when I was still enrolled and I could do that. I would just like to have my solved examples locally. This is really disappointing, as we were free to do this.
What can I do?

Once the subscription expires, all access to the graded content is lost. And yes, you’d have to buy another subscription in order to access and download them.

Actually, in the case of DeepLearning.ai content, once the person graduates, there is no option to re-subscribe to the specialization with the same username. The only way is by creating a new user in Coursera and subscribing as a new student.
So the recommendation is to download everything before graduating or within the next few days after graduating and before losing access.
