how in this example the sum of all probabilities comes out to be 1.3?

My understanding is this is weighted mean, calculated in a following way:

(0 x 3 + 1 x 2 + 2 x 4 + 3 x 1) / (3 + 2 + 4 + 1) =
13 / 10

what is exactly 1.3.

This has nothing to do with probability. Probability can be between 0 and 1.
