Cannot restart or start fresh with Module-3 assignment once I submitted my work

I took this assignment and failed: assignment-3-testing-data-quality-with-great-expectations

I also deleted the ipynb file hoping that it could be recovered in original state but cannot recover it now. Is it possible to start with fresh assignment completely?

Yes. Use the Lab Help tool and then “Get latest version”.
