If you follow the link that Saif gave you, it explains how you can find the source for those functions. There is no documentation other than the source code. You know the old saying “Use the Force: read the Source!” 
The point is that you can find the functions in a file called lab_utils_uni.py and you can open that file by clicking “File -> Open” from the notebook and then double clicking on that python file.
