The scissor tool is used to delete cells. That cell is protected, you can’t delete it (and you should not want to since it provides important data for the rest of the notebook to run).
You don’t need to delete any of the outputs from the test cells by hand. They’re automatically re-generated every time you run the notebook - or if you use the “Restart and clear output” command from the Kernel menu.
