Did you contact Coursera Learner helper centre?
Is your subscription still active? Paid or financial aid?

Try restarting the quiz.
You have a limited amount of time you can leave the quiz open.

Hit the submit button and start your quiz again, as Tom mentioned. And, make sure your PC/Laptop and Coursera account time align with your region.
If it is about number of times a quiz can be attempted in 12-hour cycle period, then you can reattempt after 12 hours.
But if your issue is quiz showing time-out alert, then coursera had advised me to clear my cache and browser history, and re-login in coursera and then attempt.
Let us know which is your issue, and follow the same.
P.S. Coursera always replies but it can be delayed 3-4 days, give it time.

I have the same problem. Last year I suspended my progress due to license expiration. Now my employer renewed my license and I have that error.

I think you will have to contact the Coursera Help Center and ask them to clear the error.
