Not able to create a new notebook instance

I am unable to create a new notebook instance for the graded lab in course 3 week 4 of MLEP. I see an error in the UI stating

There are no available networks. Make sure there is at least a network within this region.

If i click on create nothing happens
Any help appreciated!
